Wikipedia states in more than one place that Franco "made Spain a Kingdom again" in 1947, and claimed to rule as Head of State of the Kingdom of Spain through the Law of Succession. For this reason, it describes Juan Carlos's return to the throne after Franco's death in 1975 (confirmed in 1978 by a new constitution) as a "reestablishment" of the monarchy rather than a restoration.
